Yesterday, during an interview with Citizen TV, David Murathe revealed that second lady Rachel Ruto was involved in the KEMSA scandal.
According to our research, the allegations on Newsnight hold some water. This is not the first time the Jubilee Party Deputy National Chairperson is making these allegations.
In February 2021, Murathe made the same allegations.
Documents obtained by KBF shows a company named Caresha Healthcare Solutions Limited received a contract worth Sh94.5 million.
The owner of the company as per KEMSA is Rachel Ruto.
Ruo’s name appears four times in KEMSA’s list.
There’s a partnership between Ruto and Wambui, under a company called Purma Holdings Limited, bagged tenders worth Sh12.5 million for supply of unspecified items.
KEMSA Saga
The KEMSA scandal happened in 2020 after Chinese Billionaire Jack Ma donated medical equipments to fight COVID-19.
Most of the equipments never reached its intended beneficiaries as they were hijacked, diverted, sold and resold to KEMSA. The profits ended up in private hands.
Some tender awards to KEMSA were also paid to companies that supplied nothing.
Two years on, no one has been arrested and charged since all of them are well connected.

Other beneficiaries of the loot include names such as Nairobi Senator Johnson Sakaja (1 billion to Shop ‘N’ Buy) MoH Director of Health Parick Amoth (Sh123 million through a Dr Wanjiku’s Wallabis Ventures Limited) former KEMSA Chair Kembi Gitura (Sh1 billion to Racking System Warehousing), CA MoH Mutahi Kagwe (Sh25 million through son’s firm Quintoins Limited), Former EACC Chair Halakhe Waqo (Sh350 million through Aszure Commercial Services Limited), Youth and Gender Affairs Chief Administrative Secretary (CAS) Rachel Shebesh (Sh66 million through Tronz Ventures Limited, Panim Holdings and Escobar Kenya Limited), Senate speaker Ken Lusaka (Sh167 million through Briema Grains Stores), KEMSA board director Joel Gisuka (Sh142 million through Villa Surgical & Equipment Limited), Murang’a Women rep Sabina Chege (Sh140 milion through Meraky Health Care), Baringo Senator Gideon Moi(Sh114 million through Everywhere Distributors Limited), and KNCCI President Richard Ngatia (Sh1 billion through Megascope)
KEMSA has continued to lose money through dubious procurement means.
