Regular M-Pesa activity does not guarantee access to a Fuliza overdraft limit.
Safaricom has clarified that customer limits are generated through an automated credit assessment.
The explanation followed a public query from customer Victor Frank Ronooh.
He questioned why his limit remained at Ksh 0 despite consistent usage and what he described as a clean repayment record.
Safaricom told Ronooh that Fuliza scoring considers different metrics when determining customer eligibility.
The company advised him to continue using the service while repaying outstanding loans on time.
It also specifically mentioned Okoa Jahazi repayments as part of the guidance provided.
This means transaction frequency alone cannot establish whether a customer will receive an overdraft allocation.
Safaricom’s published Fuliza terms provide further detail about the assessment process. They state that the overdraw limit is determined through a customer credit score.
The assessment draws on information from the customer’s use of Safaricom services and repayment history.
The terms also state that customers without an allocated limit should continue transacting to build their transaction history.
Safaricom’s FY2025 results booklet gives another indication of how eligibility works.
It states that Fuliza limits depend on credit scoring and how long a customer has used the service.
This suggests that the assessment considers the broader customer relationship rather than simply counting individual transactions. A high transaction volume therefore cannot be treated as an automatic route to credit.
The company has also provided customers with a way to request a fresh assessment.
Users can dial *334#, select option 00 for Fuliza M-Pesa, then choose “Refresh My Limit”.
The review does not guarantee that a limit will be allocated or increased.
The eventual decision remains subject to the automated credit assessment.
Repayment behaviour remains another part of the picture.
Safaricom has advised customers to settle outstanding credit on time, with Okoa Jahazi specifically mentioned in its response to Ronooh.
Its Fuliza terms also state that credit scoring incorporates repayment information. The company has not disclosed the precise weighting assigned to each factor in its scoring model.
This leaves customers with a narrower but clearer explanation for a zero Fuliza limit.
Regular usage can help build transaction history, but it does not create an entitlement to credit.
Customers can request a review through the available menu while maintaining timely repayments.
Beyond those measures, Safaricom has not published a formula that guarantees a particular Fuliza limit.
